Feature Request: Admin Setting: Fileupload

There should be the possibility to enable/disable the fileupload-feature in the admin-menue.
Many webmasters do not have enough space on their servers or are afraid of copyright infringements.

Also it should be possible to set max. filesize limit in admin-menue.
